USING THE TOOL
This tool is a simple way to evaluate which of your concepts should be prioritised, and helps you to consider them in terms of how plausible it is for them to come to fruition and how much impact they could have on your users. This tool gives you the framework to do that.
Add post-its of your concepts and place them level on the horizontal axis in order of how much impact they will have on the user.
Then, keeping each one in its horizontal position, move the concepts up or down depending on how plausible it is they may happen.

Involving your end users here is a great way to validate your approach
If you want to be more rigorous, consider breaking down each variable into subcategories and scoring each concept based on that, before placing them on the matrix. For instance, the plausibility of each concept could be considered in terms of technological feasibility, economic viability, or political will for example
